I've parked in a 3hr spot everyday for the last 6 months. The one day I drive somewhere for lunch I spot a sneaky chalk marking.

The parking inspector marks the tire with chalk when they first see the car, if the chalk is still on the tire after the 3 hours is up then you'll get a ticket.
The chalk will rub away if you drive a short distance.
Some use invisible marker that shows up under UV light.

that's even stranger to me, as it seems really easy to lie about when you parked there (and costly to manufacture all the parking discs vs pieces of chalk).
Though there is something nice about relying on public honesty.

Naw mate, you put this disc thingy on your dash or stick it somewhere visible and set it to time of arrival. The inspector/city doesn't pay squat, you gotta get one yourself. The cheating comes from automated ones. :) Though you could just use a piece of paper and scribble on the time of arrival.
Where I'm from we've done away with these problems by simply having nearly all temporary parking paid, with park-o-mats on every street that print out a receipt that you pay for in advance. ;)

oh, it's good if they can let you use a piece of paper if you don't have the disc handy. Are there any repercussions if people walk back to their car to change their time of arrival?
free temporary parking is getting rare around here too, the council has a study to see if they'll change my spot to pay parking. Which means "we're changing it to pay parking but first we're going to spend thousands of dollars on a study to justify it"
